I. Overview of the Conflict
The current situation in Darfur is characterized by high levels of violence and growing numbers of warring factions. Experts estimate that approximately 200,000 - 300,000 have been killed, 2 million plus internally displaced, and at least 230,000 forced to flee abroad since the current phase of fighting began.
The crisis began in the spring of 2003 after two rebel groups attacked government installations in Darfur, citing a legacy of unjust treatment and discrimination. The government responded with a brutal counterinsurgency campaign, characterized by the wholesale destruction of villages, the use of rape as a weapon of war, and the mass killing of civilians. In the subsequent years, peace negotiations between the government and the rebels were attempted and failed, governmental attacks continued, and the rebel movements fragmented into many competing factions.
